I think their methodology was that allowing you in twice a day would possibly try to make people party up to do it and take turns using cracks. Which, in the early days, quite a few people did.

There is a 24 hour time limit on the quest though note: you don't have to kill Pap for the quest to refresh, and it doesn't do it at midnight either, it is just 24 hours later. I used to do it on 5 people a day, and save them. Then Pap became really pointless used to be a good way to level when LHC came out, so I stopped. So unless it's changed in the past few months, you can only get one crack per character per 24 hours.

EDIT: The first time being the exception. The first time you kill pap, you can get another piece of crack by talking to Flo again. Oh well, I'm now, so I'll just kill other lower level bosses. By accepting and forfeiting the quest, you can get as many cracks as you want if you just drop them on the floor. So after the first run, you could log onto the mule, drop a few cracks so that when someone happens to walk by they can't take all of them , and then relog and pick up another one.

Note that if you do not currently have a Piece of Cracked Dimension, one will be given to you upon entry in any mode, before teleporting you to the battle map.

As of the Nova update, Papulatus has been reworked with new attack patterns and skills. The Time Sphere phase is still the same as before, but it revives into Papulatus Clock after 6 seconds if undamaged. Once the clock is destroyed, Papulatus will be able to fly freely around the map, but will now be able to fight back.
